Le Hai Binh on Vietnam’s “Three No” Policy

It is difficult for Vietnam to manoeuvre between major powers like the US and Russia, but it manages to do it mostly because of its principle of the “three no”, Le Hai Binh, Vice President, Diplomatic Academy of Vietnam, suggests. These “noes” imply that it does not participate in military alliances, does not side with one power against another, and does not let anyone use its territory with military purpose.
